I can't get past this bit. I found what seem to be stairs at the back of the tower but can't seem to go up them or down them. I have already explored the cave and I'm pretty sure I need to solve the stairs thing because I also can't get out the exit on the other side of the cave.

It's not a puzzle. They're stairs. When you walk over them, you automatically climb them. The real problem here is that both floors look similar. Try walking up onto the stairs, then going down a ways. You should meet the king there.
